Jean Foster

The Director Community Development & Partnerships provides leadership in the development, implementation and administration of innovative programs and projects for the Windsor community.  There is a specific emphasis on building and developing community partnerships which will increase public awareness of library programs/services and promote the use of library resources.

Previously, Jean has served as Director Library Services, Director of Service Planning and Manager of Information and Communication Technology at Windsor Public Library. Previously she was Director of Information Services at St. Clair College where she was responsible for a broad range of computing and telecommunications services. She worked at the College from 1979-2001 in various positions as computer programmer / technician, faculty and administration.

Jean brings to this position a diversity of academic credentials, an encyclopaedic knowledge of information technology issues, a demonstrated ability to manage change, work with community organizations, lead in the development of entrepreneurial solutions in the public sector and a dynamic vision for the future of the library.

Jean holds a Master of Arts degree in English and undergraduate credentials in English and Latin and Computer Science.
